HF 2310 represents a historic investment in conservation and climate mitigation. The bill provides $2 billion in total funding for provisions such as the Fond du Lac Elk Reintroduction Proposal, the Environment and Natural Resources Trust Fund Appropriations, the Lawns to Legumes Program, the Soil Health Practices Program, electric vehicle rebates, pre-weatherization funding, and the Minnesota Climate Innovation Finance Authority, and more.
The bill also includes a list of transformative policies, such as PFAS bans, cumulative impacts analysis in permitting, necessary DNR fee increases, chronic wasting disease prevention, treated seed disposal requirements, improved greenhouse gas reduction goals, sustainable construction materials acquisition, and more.
