SF 4062 is the policy and supplemental budget legislation for Minnesota’s environment and natural resource agencies, including the Pollution Control Agency and the Department of Natural Resources.
The Senate Environment & Natural Resources Omnibus Bill includes a long list of environmental rollbacks, including but not limited to: Creating a 16-year waiting period for the enforcement of effluent limitations for industrial pollutant discharge, restricting the DNR’s and MPCA’s ability to enforce guidelines or standards, hastening the environmental review of mining projects, and limiting the ability for Minnesotans to petition for an environmental assessment worksheet.
In addition, the Senate version of SF 4062 lacks funding and policy for environmental initiatives that were included in the House version. Provisions to plant conservation and ash replacement trees, restore grasslands and wetlands, prohibit or disclose PFAS in consumer products, incorporate cumulative impacts analysis, bolster conservation incentives, promote soil health, reintroduce elk to northeast Minnesota, and address lead contamination were left out of the Senate version.
