The 2024 Tax Omnibus Bill contains the Energy and Agriculture Omnibus package, with major updates to promote the transition to green energy and protect clean water. Headlining these changes is the Minnesota Energy Infrastructure Permitting Act, which will speed up the permitting process for clean energy projects across the state, making it easier to build out our clean grid more efficiently. Other provisions in the bill protect water from chemical pollution and fertilizer runoff, support climate-smart agricultural practices, and invest funds into clean energy projects like a new anaerobic digestor to turn yard and food waste into renewable natural gas.

Status

The House approved the bill on May 19, 2024. It was also approved by the Senate and signed into law by Governor Walz.

What a yes means

A “Yes” vote means adopting changes to increase efficiency in the permitting process to allow Minnesota to build out its clean energy grid to meet the new 2040 clean energy goals and provide funds for water cleanup and climate-smart projects and practices in the agriculture and energy sectors. 

What a no would have meant

A “No” vote means no updates to our current permitting rules for energy projects which would slow our clean energy transition, and not funding for contaminated water remediation projects.
